WASTECON Exhibitor Spotlight: Paint Recycling Made Easy with PaintCare
PaintCare is the nonprofit organization created by the paint industry through the American Coatings Association to manage the end of life of architectural paint products in states that pass paint stewardship laws.
Since 2009, PaintCare has been operating manufacturer-led paint stewardship programs in states across the country that make paint recycling more convenient. The organization currently operates programs in California, Colorado, Connecticut, the District of Columbia, Maine, Minnesota, New York, Oregon, Rhode Island, Vermont, and Washington. Two additional programs are currently being planned in Illinois and Maryland.
Make A Plan for Leftover Paint
PaintCare organizes locations where households and businesses can bring leftover house paints, stains, and varnishes for recycling. These drop-off sites serve a community need for easier recycling opportunities and keep paint out of the waste stream. PaintCare operates a network of nearly 2,500 drop-off sites in the states where it operates.
To date, PaintCare has collected over 72 million gallons of paint across all programs.
In addition to providing convenient drop-off sites, PaintCare alleviates the burden of recycling larger quantities of paint, a challenge that particularly impacts painting professionals. The large volume pickup (LVP) service helps contractors and others save valuable storage space and reduce the amount of stockpiled paint. The program offers free pickups to anyone with 100 gallons or more of eligible paint. Learn whether you qualify for a pickup.
How PaintCare is Funded
The statewide paint stewardship programs are funded by a fee called the “PaintCare fee” which is applied to all sales of architectural paint sold in each state. The fee amount is based on container size and varies from one program state to another. It covers all aspects of the program, including paint collection, transportation, processing, and public education. This small fee means that those who purchase and use paint each help ensure a system to manage it.
After the Paint is Dropped Off, Here's What Happens
PaintCare works with waste transporters to collect the paint and manage it according to a hierarchy of “highest, best use.” Most of the latex paint PaintCare collects is recycled back into paint by processors, and nearly all the oil-based paint collected is used as fuel. A small portion of what is collected is unusable and is safely landfilled.

The US Environmental Protection Agency (EPA) announced that the second round of funding for the Solid Waste Infrastructure for Recycling (SWIFR) grants for Political Subdivisions and the SWIFR grants for Tribes and Intertribal Consortia is anticipated to be open for applications in the next few months. Sign up for the EPA listserv to receive notifications and updates on when the Notices of Funding Opportunity (NOFO) will be available on Grants.gov.
The Solid Waste Infrastructure for Recycling grant program is a new grant program that provides $55 million per year from Fiscal Years 2022 to 2026 to improve post-consumer materials management and infrastructure; support improvements to local post-consumer materials management and recycling programs; and assist local waste management authorities in making improvements to local waste management systems.
