Update: Competition for Workers Causing Collection Delays — Communities Should Be Flexible and Consider Options

In May of 2021, The Solid Waste Association of North America (SWANA) published a four-page report entitled “Let’s Work Together: Addressing the Labor Shortage in Solid Waste Collection Services.” This report has now been updated to reflect the changes in the labor market since its previous publication.

More than two years after the start of the COVID-19 pandemic, many solid waste employers continue to struggle with employee shortages in meeting customers’ service needs and contractual obligations. Ongoing competition with employers in other industries and pressure to increase wages now heightened by US economic conditions have contributed to substantial delays in collection services in many US communities during Spring/Summer 2022.

This updated report provides analysis of the challenges facing solid waste employers and some suggestions for short and long-term solutions.
